How staffing agencies should evaluate resume formatting software for submittals: accuracy, contact removal, client templates, DOCX/PDF and pricing.

Resume formatting software turns a candidate's resume into your staffing firm's branded submittal. It pulls the facts out of the original PDF or Word file, lays them out in your client's preferred format, removes the candidate's contact information, and exports an editable Word file plus a PDF. For a busy desk, the time saved on copying is real. What matters more is whether the tool keeps every fact exactly as written, removes contact details from the whole file, and fits the way your clients and programs want submittals. Where formatting fits in the submittal workflow

In most staffing firms, a candidate submittal follows the same sequence:

  1. Source and screen the candidate against the job order.
  2. Get the candidate's right to represent (RTR) for this client and requisition, so there's no dispute about who submitted them.
  3. Format the resume in the client's or program's required layout.
  4. Write the submittal summary: fit against the must-haves, availability, pay or bill rate, work authorization as stated by the candidate, interview availability.
  5. Send to the hiring manager, or upload to the client's VMS.

A note on VMS-driven programs: some MSP programs publish their own submittal guidelines, and some ask for vendor-neutral resumes without supplier branding. Check the program's rules and keep a separate format for it.

What to look for in resume formatting software

Accuracy you can actually verify

The fastest formatting tool is useless if a recruiter has to reread every resume line by line to trust it. In our October 2026 tests on a synthetic resume, two of the three tools that processed it dropped "withdrew, degree not awarded" from a master's degree on the first pass, so it read like a completed degree.   • A link from each extracted fact to the passage it came from in the original resume.
  • Flags for uncertain dates and qualifications instead of guesses.
  • Recruiter additions (rate, availability, your summary) labeled as yours.
  • No rewrite mode quietly adding skills or metrics.

Contact removal that covers the whole file

Contact details on a client submittal invite a direct approach, and even with a solid client agreement, a conversion-fee dispute is the last thing your account manager wants. Removal has to cover headers, footers, hyperlinks, document properties, PDF metadata and the file name, not just the visible header. Test the exported file, not the preview.

Templates per client and per program

Your direct clients and your MSP programs will want different things: section order, a summary block up top, page limits, branding or no branding. Look for a separate template variant per client, with versioning so last quarter's submittals still match what was sent. Ask whether the vendor can clone any Word template (usually slower and pricier) or works from a controlled set of layout options.

Editable DOCX plus a matching PDF

Hiring managers and VMS uploads differ. Some want PDF, some want Word, and account managers always want to make one last edit. The safest setup produces both files from one approved version.

Help with the submittal write-up

Formatting the resume is half the job. The other half is the write-up explaining why this candidate fits the must-haves. Tools that tie each claim in the write-up to evidence in the resume save time and protect your credibility with the hiring manager.

Team size and volume

Staffing desks scale up and down with requisitions. Per-seat pricing punishes you for adding a sourcer or a part-time recruiter. Volume-based pricing with unlimited users usually fits staffing better.

Ask how the tool gets resumes in and submittals out: a native ATS connector, an API, webhooks, or automation platforms such as Zapier, Make or n8n. Native connectors are convenient but vary widely in depth, so ask exactly what is read and written.

Use synthetic resumes, or resumes you have permission to use, and include the ones that cause trouble:

  1. A degree marked "in progress" or "not completed".
  2. A contract role with only years, no months, and no end date.
  3. A two-column PDF with a skills sidebar.
  4. Contact info in the header, the footer and a LinkedIn hyperlink.
  5. A line like "no Salesforce experience", which must not become a Salesforce skill.

Time each one from upload to a file you'd submit, including checking and fixes. Count changed or missing facts separately from layout tweaks, and open the DOCX in Word.
